On 26 October, Members of the European Parliament’s Transport and Tourism (TRAN) Committee voted on new intelligent road transport systems rules to boost digitalisation in the transport sector, to better connect different mobility apps, and to ensure wider data sharing. Intelligent transport systems (ITS) apply information and communication technologies, such as, journey planner or eCall, to make mobility safer, more efficient and comfortable.

The European Commission has approved, under EU State aid rules, a €22.5 million Dutch scheme to encourage freight transport to shift from road to inland waterways and rail. Under the scheme, which will run until the end of January 2026, the aid will take the form of non-refundable grants to shippers and logistics operators to reward them for the reduction in external costs (such as pollution, noise, congestion and accidents) achieved by using inland waterways and rail instead of road transport.

Earlier this week, the EP’s Transport and Tourism (TRAN) Committee unanimously approved two separate agreements with Ukraine and Moldova to temporarily facilitate road freight transport between the EU and the two countries. The road transport agreements would replace existing bilateral transport agreements and ease cross-border transport of goods.

On 27 October, the European Parliament and Council reached an agreement on stricter CO2 emission performance standards for new cars and vans. All new light-duty vehicles would be zero-emission as of 2035.

On 24 October, the Council adopted the regulation setting up the single window environment for customs. The new rules aim to set the appropriate conditions for digital collaboration between customs and partner competent authorities.

CLECAT joined the European Clean Trucking Alliance (ECTA) roadshow, which took place at Autoworld in Brussels on 27 October. The event was organised by ECTA to showcase the future of electric trucking in Europe. ECTA membership (shippers and logistics service providers and their associations committed to zero-emission road freight transport), discussed with policymakers, truck manufacturers and charging infrastructure providers the challenges and opportunities of the decarbonisation of the road transport sector.

On 27 October, CLECAT and the European Express Association (EEA) issued a joint statement to MEPs participating in the inter-institutional negotiations on CBAM, calling for a careful consideration of the consequences of the instrument with respect to the multistakeholder setting on which it is founded. In particular, the EEA and CLECAT stressed the importance of avoiding the creation of disproportionate responsibilities and liabilities for European customs representatives.
