MARITIME LOGISTICS INSTITUTE MEETS

Members of the CLECAT Maritime Logistics Institute met today to discuss the latest developments in maritime freight transport, focusing on the implementation of ICS2 Release 3 for maritime transport, ETS Maritime, ongoing disruptions in the maritime logistics supply chain, and issues related to demurrage and detention.

Members exchanged views on the industry’s preparation for ICS2 Release 3 for maritime transport. With the deployment window for house-level filers opening on 4 December 2024, members were reminded that forwarders opting for house-level filing should request a deployment window from their customs authority as soon as possible, no later than 1 November 2024, to secure a go-live date between 4 December 2024 and 1 April 2025. CLECAT continues to collaborate with the European Commission and other actors in the maritime supply chain to ensure a smooth transition to the new system.

Members also received a briefing on the allocation of portfolios to the Commissioners-designate and analysed the Commission’s political guidelines and the proposals from the Draghi report, which will be key discussion points during the hearings of the Commissioners scheduled between 4 and 12 November. Members reiterated the importance of the future Transport Commissioner developing a coherent policy framework that aligns with EU economic interests, addresses competition concerns, and prioritizes environmental sustainability, as highlighted in CLECAT’s strategic priorities for maritime transport.

Lastly, members were updated on the latest maritime policy developments, including DG CLIMA’s monitoring of the risk of ship evasion from ETS, as well as an update on the Red Sea crisis and the European Ports Alliance. There was also an exchange on national initiatives related to detention and demurrage fees, with members calling for greater transparency across Europe.
