COMMISSION PROPOSES DELAY OF EUDR IMPLEMENTATION

In response to repeated concerns from trade and various stakeholders, including CLECAT,  the European Commission proposed this week a 12-month extension to the implementation timeline for the EU Deforestation Regulation (EUDR). If the proposal is approved by the European Parliament and the Council, the law will come into effect for large companies on 30 December 2025, and for micro- and small enterprises on 30 June 2026.

The European Commission has also published the long-awaited EUDR guidance document and an update to the EUDR FAQ, which documents provide further clarity on implementation for traders and their service providers alike. The schedule for accessing the EUDR Information System remains unchanged. It is expected to start accepting registrations in early November, with full operation beginning in December. Overall, the proposed extension aims to ensure a smooth and effective implementation without altering the objectives or substance of the EUDR.

While fully supportive of the objectives of the EU Deforestation Regulation, CLECAT welcomes the proposal for the implementation delay. CLECAT continues to encourage its members proceed with their preparations and, if accepted, use the additional time wisely. Freight Forwarders, Logistics Service Providers and Customs Professionals are advised to consider setting up their own internal EUDR due diligence systems to ensure that their partners are compliant with the new regulation before accepting cargo or a customs clearance mandate. The importance of internal compliance assessments is further emphasised by the EUDR TARIC data document released earlier this week, giving a further insight for Customs Brokers into the level of information they need to be in possession of, when filing declarations for EUDR goods.
