FMC AMENDS DRAFT RULE TO REGULATE UNREASONABLE REFUSAL TO DEAL
The US Federal Maritime Commission (FMC) issued on 12 June a Supplemental Notice of Proposed Rulemaking (SNPRM) detailing how the FMC would implement the prohibition on ocean carriers unreasonably refusing available cargo space to shippers.

UKRAINE JOINS EU’S CEF PROGRAM
On 6 June, Transport Commissioner Adina Vălean and Deputy Prime Minister for Restoration of Ukraine Oleksandr Kubrakov signed an agreement, officially associating Ukraine with the Connecting Europe Facility (CEF) program.

GERMAN GOVERNMENT APPROVES NEW TOLL SCHEME
The German Federal Government has last week approved important changes to the Federal Highways Toll Act. According to the German government the goal of this legislative proposal is to implement the change to the Eurovignette Directive that entered into effect in March 2022.

CLECAT CUSTOMS INSTITUTE MEETS IN HELSINKI
On 15-16 June, members of CLECAT Customs and Indirect Taxation Institute (CITI) gathered in Helsinki for a meeting hosted by FIFFLA (Finnish Freight Forwarding and Logistics Association). The meeting focused on several key topics, including the recently published Customs Reform proposals, which will have a large impact on the freight forwarding and customs agents businesses.

EC SUPPORTS ICAO SAF PROGRAM
On 24 May, the European Commission announced its commitment to supporting the International Civil Aviation Organization's (ICAO) Capacity-building and Training for Sustainable Aviation Fuels program (ACT-SAF). This initiative will develop SAF worldwide.

EC PROPOSES NEW RULES ON MARITIME SAFETY
On 1 June, the European Commission presented five legislative proposals to modernise EU rules on maritime safety and prevent water pollution from ships. This package aims to align EU rules with international regulations and improve implementation and enforcement of the rules.
