ICS2 GOES LIVE FOR MARITIME AND INLAND WATERWAY TRANSPORT
This week, on the 3rd June the European Union's Import Control System 2 (ICS2) for the transportation of goods by maritime and inland waterways went live. This phase of ICS2 requires carriers to have the necessary IT and business infrastructure to submit a complete Entry Summary Declaration (ENS) for all goods before arrival in the EU, Northern Ireland, Norway, or Switzerland. Carriers must ensure they are connected to the system between June 3 and December 4, 2024.
Carriers not operationally ready can still connect later within this timeframe, provided they have requested their time window from the national customs authorities where their EORI number is registered. Traders responsible for house-level data filing in the ENS submission process have a deployment window from December 4, 2024, to April 1, 2025. They must request a timeframe from national customs authorities if they are not ready by December 4.
The third phase of ICS2 extends safety and security data reporting requirements to all modes of transport. Previously, these requirements applied to air transport; from April 1, 2025, they will also apply to road and rail shipments.
