FMC CRACKS DOWN ON UNFAIR D&D FEES
At the end of December, the US Federal Maritime Commission (FMC) ordered the ocean carrier Evergreen to reimburse the D&D fees paid by the US trucking company TCW, as they were considered unlawful. This ruling could open the way for more cases to be brought.

16 MILLION TONNES OF GRAIN SHIPPED FROM UKRAINE THROUGH THE BLACK SEA GRAIN INTIATIVE
In a recent report, the United Nations announced that more that 16 million tonnes of grain and other agricultural products have been shipped from Ukraine through the Black Sea Grain Initiative, since its launch on 1st August 2022.

COUNCIL FORMALLY APPROVES OECD GLOBAL MINIMUM CORPORATE TAX
At the end of 2022, the Council formally approved the Directive on a global minimum corporate tax, also known as the OECD BEPS Pillar 2 initiative. The agreement comes after several months of negotiations and multiple attempts to reach unanimity among Member States.

EU ADOPTS NINTH PACKAGE OF SANCTIONS AGAINST RUSSIA
In response to Russia’s continuing war of aggression against Ukraine, the Council adopted today a ninth package of new measures. The agreed package includes a series of measures intended to hit hard Russian economy and abilities to continue its aggression.

COUNCIL AND PARLIAMENT REACH PROVISIONAL DEAL ON ETS
On 18 December, negotiators from the European Parliament and the Council reached a provisional agreement on the revision of the EU Emissions Trading Scheme (ETS) and on the Social Climate Fund. The deal includes maritime emissions in the ETS 1 and formally creates an ETS 2 for buildings and road transport.

COUNCIL AND EP REACH PROVISIONAL AGREEMENT ON CBAM
The European Parliament and the Council reached an provisional agreement on December 13 on a Carbon Border Adjustment Mechanism, extending the scope of the European Commission’s original proposal to hydrogen, indirect emissions and some downstream products.

UK EXTENDS DEADLINE FOR THE UK CDS
UK exporters will now have until 30 November 2023 to move across to the Customs Declaration Service (CDS), 8 months later than previously announced. This means that traders will have until 30th November 2023 to continue to use the CHIEF system for export declarations.

OCEAN CARRIERS PLAN TO BLANK HALF OF THEIR SAILINGS
The Loadstar reported last week that against a background of extremely weak demand forecasts, ocean carriers are preparing to blank around half their advertised sailings from Asia to North Europe and the US after Chinese New Year on 22 January.
