EXTENSION OF THE EU-UKRAINE ROAD TRANSPORT AGREEMENT

On 20 June, the EU and Ukraine agreed to extend and update their road transport agreement, which grants bilateral transport rights to Ukrainian and EU hauliers in each other’s territories. The agreement, which also aims at facilitating Ukraine's access to global markets via EU countries, will remain in effect until 30 June 2025.

The agreement includes the following key provisions:

  • Requiring transport operators to carry documents proving authorisation for international carriage and compliance with the agreement.
  • Requiring documentation certifying that empty operations are directly linked to transit or bilateral operations, as outlined in the agreement.
  • Strengthening compliance by road haulage operators with agreement obligations, specifically targeting fraud, forgery of driver documents, and traffic safety violations that could result in the suspension of transport services under the agreement.
  • Introducing a safeguard clause allowing for the suspension of the agreement in specific geographical areas where major disruptions in the road transport market are attributable to the agreement.

The agreement can be renewed for an additional six months, unless either party presents solid evidence of major disturbances in its road transport market or demonstrates that the agreement's objectives are no longer being met.
