DIGITAL SERVICES ACT ENTERS INTO FORCE
On 16 November, the Digital Services Act (DSA), setting rules for a safer and more accountable online environment, entered into force. The DSA applies to all digital services that connect consumers to goods, services, or content. It creates comprehensive new obligations for online platforms to reduce harms and counter risks online, introduces strong protections for users' rights online, and places digital platforms under a unique new transparency and accountability framework.

PUBLIC CONSULTATION ON COMMON EUROPEAN MOBILITY DATASPACE OPENED
The European Commission has started its work on a communication on the creation of a common European mobility data space (EMDS), and has published a call for evidence, which will be open for feedback until 7 December 2022. The EMDS aims to facilitate data access, pooling and sharing for more efficient, safe, sustainable and resilient transport. It builds on initiatives and applications related to transport data and will be supported by initiatives to boost interoperability, security, and the availability and provision of data and services.

ELP WEBINAR ON LACK OF SKILLED WORKFORCE IN THE LOGISTICS SECTOR
On 16 November the European Logistics Platform held an event on the lack of skilled workforce in the logistics sector. The event was hosted by MEP Marianne Vind (S&D, Denmark) who was joined by panel speakers, Raluca Marian, Director for EU advocacy of IRU, Pablo Fabregas Martinez, Member of the cabinet of Transport Commissioner Adina Vălean, Morten Utengen, chairman of the board of Utengen Transport A/S and Yves Baden, HR Director at the Luxembourg National Railway Company (CLF).

CZECH SCHEME TO SUPPORT RAIL AND URBAN TRANSPORT
On 11 November, the European Commission approved, under EU State aid rules, a €180 million Czech scheme to support rail and urban public transport operators using electric traction. The measure shall contribute to improving the environmental performance of rail and urban transport, in line with the objectives of the Commission's Sustainable and Smart Mobility Strategy and the European Green Deal.

AIR CARGO DEMAND SOFTENS IN SEPTEMBER
The International Air Transport Association (IATA) has released data for September 2022 global air cargo markets showing that air cargo demand softened. Global demand, measured in cargo tonne-kilometers (CTKs), fell 10.6% compared to September, but continued to track at near pre-pandemic levels (-3.6%). Capacity was 2.4% above September 2021, but still 7.4% below September 2019 levels.

EU LARGE-SCALE CYBER-ATTACKS SIMULATION TO FOSTER PREPAREDNESS
Last week, the senior cybersecurity representatives of EU Member States, the EU Agency for Cybersecurity (ENISA) and the Commission took part in a two-day ‘Blueprint Operational Level Exercise' (Blue OLEx 2022) to test crisis management procedures. In light of the upcoming implementation of the revised Network and Information Systems Directive (NIS2), the large-scale cybersecurity exercise serves to improve common coordination, situation awareness and decision-making process, while fostering trust-building and information sharing, including between Member States and the Commission.

COMMUNICATION ON EU CYBER DEFENCE POLICY
On 10 November, the European Commission and the High Representative put forward a Joint Communication on an EU Cyber Defence policy and an Action Plan on Military Mobility 2.0 to address the deteriorating security environment following Russia's aggression against Ukraine and to boost the EU's capacity to protect its citizens and infrastructure. With its new cyber defence policy, the EU will enhance cooperation and investments in cyber defence to better protect, detect, deter, and defend against a growing number of cyber-attacks.
