COUNCIL ADOPTS REGULATIONS TO IMPLEMENT WINDSOR FRAMEWORK AGREEMENT
On 30 May, the General Affairs Council of the European Union approved three regulations to implement the joint solutions agreed upon with the United Kingdom concerning public, animal and plant health issues, medicines, and certain steel products. These regulations are part of the Windsor Framework and aim to address the challenges concerning Northern Ireland following the UK’s withdrawal from the EU.

ERFA CALLS FOR INFRASTRUCTURE DEVELOPMENT TO ALLOW RAIL FREIGHT TO GROW
CLECAT joined the ERFA annual conference on the 23 May dedicated to the need to find a better balance between extensive works on the European railway network and ensuring a sufficient quantity and quality of capacity remains available for rail freight.

EU AND US RELEASE RECOMMENDATIONS FOR ELECTRIC HDV CHARGING STANDARD
On 31 May, during the fourth Ministerial meeting of the EU-US Trade and Technology Council (TTC) in Luleå, Sweden, the European Union and the United States renewed their commitment to developing a standardised charging vision for electric heavy-duty vehicles (HDVs).

TRANSPORT MINISTERS EXCHANGE ON THE BRENNER SITUATION
European Transport Ministers met on 1st June in Luxembourg to exchange on the latest EU-related transport legislative files. Participants held a policy debate on the Road Safety Package and took note of the progress made by the Swedish Presidency of the Council in concluding the negotiations on the Fit for 55 Package.

EU AGREEMENT WITH WESTERN BALKANS TO IMPROVE TRANSPORT LINKS
On 16 May, the European Commission signed high-level agreements with Bosnia and Herzegovina, Montenegro, North Macedonia, and Serbia to extend and adapt the Trans-European transport Network (TEN-T) to encompass the Western Balkans.

At the ITF Summit in Leipzig the ITF launched today it’s 2023 Transport Outlook. This edition of the ITF Transport Outlook examines the impacts of different policy measures on global transport demand and carbon dioxide emissions to 2050.

EP PUBLISHES REPORT ON RESILIENCE OF RAIL TRANSPORT
On 12 May, the European Parliament released a report titled "Stress-testing to promote the resilience of EU policies", which focused on how stress-testing policies can help the institution to better contribute to the agenda-setting and law-making process in the EU. This report in particular focused on stress-test conducted on EU rail transport policy.

FINLAND NOMINATES CANDIDATE FOR IMO SECRETARY GEENRAL
The Finnish government has nominated Ms Minna Kivimäki as candidate for the position of Secretary General of the International Maritime Organisation (IMO). The term of the present Secretary General, Mr. Kitack Lim of the Republic of Korea, ends on 31 December 2023.
